Each row configures the location score modifiers for a neighbourhood. Downtown / Bike / Transit / Sun are multiplied by the user's preference weights. Risk flags apply a flat penalty (−20 each) to both Recommended and Your score.

These are the default values used for the Recommended score calculation and the initial state of the preference wizard. Users can override mortgage settings in their wizard; penalty values here set the baseline.
